Step 1: Use google images or any image source and choose a suitable wallpaper that matches your social media feed's aesthetic.
Here I used pinterest.com and searched for "grid wallpapers".

Step 2: Open the Instagram app on your phone and click on your profile icon in the top left corner. Select "STORY" from the bar below. Swipe up to choose an image or just click on the lower-left corner of your screen (shows the last picture in your camera roll). Once you do that follow step 3!
Step 3: Use the 4th icon (stickers) on the top of your Instagram app and click on the "Questions" to see something like the figure on right.
Step 4: Once you do that, write your question on the space on the sticker.
You can also use the round color palette above and tap simultaneously until you reach the color you want. Click "Done" once you're happy with your creation.
Step 5: Select the 5th icon showing a pencil on the top of your story to see this screen on left.
Choose the 4th brush (glitter effect) and adjust the size of the brush using the scale on the left. The higher you go, the larger is the brush, and the lower you go, the smaller the brush.
Long press the white color and keep pressing until you see a color palette; move around and choose a color.
Step 6: Use the tip of your finger and tap on different spaces to create such an effect.
Use the dropper or the color palette to select the color of the brush.
